Governor Biswabhusan Harichandan addressed the second session of the sixth Chhattisgarh Legislative Assembly on Monday outlining the State Government’s ambitious agenda for justice, relief, and development. In his speech, Governor Harichandan highlighted the Government’s swift actions to fulfill promises made to citizens, ushering in a new era of progress across the State. The Governor emphasised the Government’s commitment to agricultural prosperity through initiatives such as the ‘Samridh Kisan-Sampann Pradesh’ (Prosperous Farmer-Prosperous State) concept. Notably, on Atalji’s birth anniversary, the government disbursed pending bonuses totaling Rs 3716 crore to over 12 lakh farmers, showcasing its dedication to supporting the agricultural community. Furthermore, the Government honored its commitment to procure 21 quintals of paddy per acre, leading to record-high paddy procurement in the State. Uplifting Scheduled Tribes remains a priority for the Government, encapsulated in the motto ‘Janjati Utthan – Pradesh Ka Maan’. The Pradhan Mantri Janjati Adivasi Nyay Maha Abhiyan aims to provide essential facilities to vulnerable tribal groups, including housing, education, healthcare and employment opportunities. Addressing rural development, the Government announced plans to provide permanent housing to approximately 18 lakh beneficiaries and ensure 100% clean water supply through the ‘Jal Jeevan Mission’.
The Government also reiterated its commitment to strengthening grassroots governance through a robust Panchayati Raj system, empowering rural areas with economic self-reliance and social awareness. In its efforts to enhance public welfare, the Government introduced the ‘One Nation One Ration Card’ scheme and extended free rice distribution until December 2028 under the Pradhan Mantri Garib Kalyan Anna Yojana, benefiting over 67 lakh priority ration cardholders. Additionally, initiatives like the Pradhan Mantri Ujjwala Yojana have played a significant role in improving the lives of women, with over 36 lakh new gas connections issued in the State. Governor Harichandan stressed the Government’s commitment to law enforcement particularly in Maoist-affected areas, emphasising the provision of modern facilities and compassionate treatment for police personnel. Measures such as providing weekly off and extended leaves demonstrate the Government’s recognition of their dedication and service. The Government’s focus on cultural and tourism development was highlighted, with projects under way to develop pilgrimage sites and promote indigenous culture.
Furthermore, initiatives like ‘Project Baghwaa’ aim to conserve forest resources and increase the population of tigers in the State. In education and youth development, the Government announced plans to establish innovation hubs and sports academies across State, aligning with the new National Education Policy. Additionally, measures to address irregularities in recruitment processes and extend age limit relaxations aim to restore confidence among students and youth. Women and child welfare initiatives, infrastructure development, industrial growth, and healthcare advancements were also emphasised in the Governor’s address. The Government’s commitment to eradicating sickle cell anemia and creating an ideal investment environment reflects its dedication to public welfare and economic prosperity. Governor Harichandan concluded his address by urging elected representatives to embrace innovation and technology for the State’s development. He expressed confidence in their ability to set ambitious goals and diligently work towards achieving them, ensuring Chhattisgarh’s continued progress and prosperity.
