To tackle the problem of noisy late-night parties in Nagpur, Commissioner of Police Dr Ravinder Singal has issued a new order under Section 144 (1) (3) of the Code of Criminal Procedure with instruction that all musical events, even ones with DJs, must end by 10 pm. This rule comes under Section 144 (1) (3) of the Code of Criminal Procedure. It aims to reduce disturbances caused by loud music late at night. The order specifically addresses the issue of noise pollution and disturbances caused by concerts, DJs, and parties held in various establishments across the city. It stressed the need for stringent measures to ensure the safety and well-being of residents, particularly women, who have reported feeling threatened by the presence of strangers in these late-night gatherings.
 
According to the directive, organisers of concerts, parties, and similar events at venues such as hotels, bars, restaurants, banquet halls, lawns, and open fields must obtain prior permission from the Police Commissioner’s office. All musical events, including those featuring DJs, must conclude by 10 pm at lawns, open grounds, and other outdoor venues. Hotel, bar, restaurant, and banquet hall owners are instructed to quickly report any suspicious persons or altercations to the police, either at the station or by dialing emergency number 112. Mandatory installation of CCTV cameras in these establishments is must, with recordings to be retained for a minimum of 15 days. Ensuring smooth traffic flow and adherence to traffic regulations around these premises. Sale of narcotics or substances affecting human consciousness within the premises of any establishment is prohibited.
 
Adherence to seating capacity limits in permit rooms, with clear signage indicating the maximum occupancy is must. Strict enforcement of timings for permit rooms and bars is required. Ensuring the safety and security of women within the establishments at all times is must. In light of the upcoming Lok Sabha Elections, the order also stressed the strict adherence to the model code of conduct announced by the Central Election Commission. Any violations of this order will result in legal consequences under Section 188 of the Indian Penal Code, 1860. This order comes into effect immediately and will remain enforced until May 21, 2024.
