After much ruckus and strong opposition from Mayor, Shashi Sinha and some of MIC (Mayor in Council) members, the tender rate for cleanliness of all 40 wards across Risali Municipal Corporation (RMC) was passed by Speaker, Keshav Banchhor with majority in the special general body meeting held at seminar hall of civic body.
Mayor Shashi Sinha and some of MIC members opposed it as she alleged that speaker has passed this bill without taking approval of her and other MIC members. Even corporators of opposition party (BJP) have shouted slogans and alleged
that Mayor and MIC members did nothing to maintain cleanliness of civic body wards.
Speaker of RMC, Keshav Banchhor adjourned the house for 10 minutes due to lack of quorum.
Later, after participation
of all corporators, Speaker
highlighted this agenda in
general body meeting. Commissioner, Monica Verma and other officials of the corporation were also present. But due to the pendamonium caused by corporators, they have preferred to be silent in the meeting.
In this special meeting which started at 11 am on Wednesday at RMC seminar hall, speaker sought opinion to pass the agenda after discussion. However, the members of the Mayor in Council (MIC) kept opposing and raised their objection for neglecting them and not taking their approval. Later, Speaker announced the passing of the agenda on the basis of majority. The meeting started at 11.10 am and the adjourned at 11.40 am.
Shashi Sinha, Mayor of RMC alleged that in meeting of MIC on December 23, the RMC authorities have not added cleanliness issue and none of the officials attended the meeting. But in recent meeting of MIC on 3rd January, they have added cleanliness tender and it was highlighted without their approval. In this regard, Speaker Keshav Banchhor informed that under Municipal Corporation (MC) Act-1956, if Mayor fails to give approval on any agenda in 10 days of stipulated time, then commissioner and authorities
of Civic Body have power to release the agenda in general body meeting of civic body.
As per tender of cleanliness in RMC wards, 3.15 crore rupees will be sanctioned for cleanliness in wards of Risali Group 1 (Wards 1, 2, 3, 4, 5, 22, 23 and 24) while 3.17 crore rupees will be sanctioned for cleanliness of wards in Risali Group 2 (wards-13, 14, 25, 26, 27, 28, 29, 30 and 31), 2.80
crore rupees will be sanctioned for sanitation work of wards in Risali Group 3 (wards 15, 16, 17, 18, 19, 20 and 21) and 3.17 crore rupees will be sanctioned for sanitation work of Risali Group 4 (wards 32, 33, 34, 35, 36, 37, 38, 39 and 40).
The RMC has released 4.33 crore rupees will be sanctioned for placement of workers. Vilas Borkar, corporator of Ward 29 in RMC and corporators of opposition party have pointed that cleanliness is mandatory but still Mayor is reluctant to release tender for sanitation work and wants to leave wards of RMC dirty as well as unhygienic.
